To receive a library card all that is needed is to complete the form online.
When you sign up online you gain access right away to all eMedia! Download eBooks, read eMagazines, use online resources for FREE!

*New Castle County Only: Make an appointment with the Educator Card Program liaison at your NCC library to review guidelines, turn in required paperwork, and obtain a card.
My First Delaware Library Card
Delaware libraries also offer fine free children's library cards. This library card is called the "My First Delaware Library Card." This card is for birth to 5 years old and is Fine Free. The card is only used for Juvenile/Children's items only. There is a 12 item check out limit. There are no fines for overdue materials. However, lost materials could be billed. Ask your Delaware library for a FREE growth chart when you check out physical items for your child.
It is also possible to receive free books by mail when you sign your child up for Free books by mail through Dolly Parton’s Imagination Library!
Kids Super Library Card
Delaware libraries also offer the "Kids Super Library Card." This card is designed for:
- For 6 to 12 years old
- Card is for Juvenile/Children’s items only
- 12 item check out limit
- No fines for overdue materials
*Lost materials may be billed
Teen Library Cards
Delaware libraries also offer teen library cards. These library cards can be used for:
- Teens (middle & high school students) may check out any item type
- 25 item checkout limit
(except for New Castle County Libraries which have a 12 item limit for the first 6 months) - No fines for overdue materials (*Lost materials will be billed)
- Teens may choose to keep their current card or upgrade to the new design

Library Card Applications
All Delaware residents are eligible for a free library card. Complete a registration form and present it with a photo ID at your local Delaware public library* or sign up online for access right away to eMedia.
*If you don’t have a Delaware photo ID, please contact your local library for card registration requirements. Children under the age of 18 must have a parent or guardian present to sign for the card. Please contact your local public library for registration, policies and/or fee information.

Non-Residents
Delaware non-residents may apply for a non-resident card. Simply submit the registration form and a fee to a Delaware public library.
Non-Resident Property Owners
If you own property in Delaware, but live in another state, you are still eligible to receive a Delaware library card. Please contact your local public library for registration, policies and/or fee information.
